Could be a bead cap - it is a cupped flower on flattened flower - with a hole through the middle. Lacy filigree - use as connector, link, earring, base, what have you. Plated steel. I think the petals of the cupped flower can be adjusted/bent to accommodate a larger bead - the base interior size is about 4x6mm
